Inspector John Rowan


Inspector Rowan joined the Department in 1993 and was assigned to the First Precinct as a patrol officer. Since that time, he has served in several commands at various ranks including Sergeant in the Chief of Patrol’s Office, Lieutenant as Commanding Officer of the Sixth Precinct Crime Section, Detective Lieutenant as Commanding Officer of the First Squad Detectives, Captain in Internal Affairs Bureau, and Deputy Inspector as Commanding Officer of the Major Crimes Bureau. Inspector Rowan is a graduate of the University of Delaware and holds a Master’s Degree in Criminal Justice Leadership from St. John’s University. He is also a graduate of the 236th Session of the FBI National Academy.



Inspector Rowan was promoted to Inspector in August 2018 and assigned as Commanding Officer of the Third Precinct.
